Sanger "Prostitution in Hamberg"

In 1858, William Sanger published his report on prostitution around the world.
In Hamberg, there were two different types of prostitutes
-"public women"
-women who were in brothels registered with the police
-"private women"
-women who worked the streets, often illegally
-viewed in Hamberg as a "necessary evil"
The sufferance of brothels is necessary
1. It represses many different sins encompassed into sexual misconduct
2. It is detrimental to public health
3. "Suppression is ABSOLUTELY IMPRACTICABLE"
-you cannot overcome these "unconquerable physical requirements"
These women are useless in society
-few can read and even fewer can write
-do no actual work
